Add from BUILDING or bsd.README:
        BUILDINFO, BUILDSEED, EXTERNAL_TOOLCHAIN, MKCROSSGDB,
        MKREPRO_TIMESTAMP, TOOLCHAIN_MISSING, X11SRCDIR

Clarify BUILDID.
Improve MKDEBUG, MKOBJ, MKX11, NETBSDSRCDIR, USETOOLS,
Consistent Note: formatting.
