Better EXTERNAL_TOOLCHAIN support from Zachary McGrew
- Allow mdsetimage and dbsym to be built with EXTERNAL_TOOLCHAIN
- Allow BFDDIR and IBERTYDIR to be overwritten for mdsetimage and dbsym
