Pull up following revision(s) (requested by skrll in ticket #229):
        external/gpl3/gcc/lib/libgcc/libgcc/Makefile: revision 1.23
Avoid using ld -x.  Instead use ${OBJCOPY} ${OBJCOPYLIBFLAGS} to strip
local symbols.
