Log Message:
Move arm-*-netbsdelf-*eabi* to before arm-*-eabi* so it matches properly.
Add arm-*-netbsdelf-*eabihf* which has a VFP V2 by default.
Rename armnetbsdeabi*.h to armnbsdeabi*.h to be consistent with other nbsd
files.
