Log Message:
- bringing kmeminit_nkmempages back and revert pmaps that called this early
- use nkmempages to scale the kmem_arena
- reducing diff to pre kmem/vmem change
   (NKMEMPAGES_MAX_DEFAULT will need adjusting on some archs)
