Give tsc(4)/tsp(4) some attention.
 - Convert to CFATTACH_DECL_NEW().
 - Sprinkle static on functions.
 - Improve KNF conformance.
 - Use C99 integer types.
 - Recycle now-empty-and/or-unused softc structures.
