Pull up following revision(s) (requested by briggs in ticket #237):
        sys/arch/arm/xscale/i80321_icu.c: revision 1.19
Ifdef out and comment a KASSERT() that's a bit too aggressive.  There
are never any interrupts masked at IPL_VM before any interrupts have
been registered.
