Pull up following revision(s) (requested by cube in ticket #108):
        external/mit/xorg/lib/expat/expat_config.h: revision 1.1
        external/mit/xorg/lib/expat/Makefile: revision 1.2
Unbreak expat by providing a proper configuration include for it.  Problem
noticed by Jared McNeill.
