Pull up following revision(s) (requested by tsutsui in ticket #1221):
        sys/arch/sgimips/conf/files.sgimips: revision 1.44
        sys/arch/sgimips/sgimips/bus.c: revision 1.50
make the delay()s and spl*()s in bus_space*() functions optional
( enable with options MACE_NEEDS_DELAYS )
mec apparently was the only device that really needed them and that's no
longer the case, at least on my O2.
