This creates config.h before anything else happens, including making an
obj dir if requested(!).  Something like:

        +.if !make(obj) && !make(clean) && !make(cleandir)
         .BEGIN: config.h
 
         config.h: config.h.in
                ${TOOL_SED} -e s/@MACHINE@/${MACHINE}/ < $? > $@
        +.endif

maybe?  This is the same construct used in a lot of bootblocks
Makefiles.  Maybe also common enough that we should abstract out
into <bsd.*.mk> somehow?
