Hum, because if NetBSD or pkgsrc creates such a file, you never ever
have to add anything to rc.local?

I haven't looked at the change, but the path you mentions looks like
something taken straight out of a 3rd party distribution, which is
exactly what rc.local should be used for.  I think rc.local used to
mention /usr/pkg which is definitely wrong and confusing for the user:
that's not how you start pkgsrc services for a long time now.

Of course, rc.local theoretically has no purpose, because pkgsrc has
everything :)
