Well, for example, the fact that with ELF adding new functions (not
just changing old ones) may require a major version bump. Or that with
ELF if you bump one library's major version you have to recursively
bump every library that uses it.

Hrm. The audience is more than just NetBSD developers; it's anyone who
maintains a shared library. But you're probably right.

Maybe src/lib/VERSIONING?

Also, let's take this to netbsd-docs, where other people might
actually see it.
