Thanks for doing this.  I think the new version is much clearer than
before.

However, I think the part about the default setting of USETOOLS is
incorrect.  The previous wording was also incorrect, but was closer
to the actual behaviour.  See src/share/mk/bsd.own.mk, where it sets
USETOOLS?=yes only if it thinks that you are building all or part of a
NetBSD source tree, and either TOOLCHAIN_MISSING is "no" (which is the
default), or EXTERNAL_TOOLCHAIN is defined.
