Pull up following revision(s) (requested by mlelstv in ticket #1088):
        sys/dev/usb/uplcom.c: revision 1.59, 1.61 via patch
        sys/dev/usb/usbdevs: patch
Add some initialization magic from FreeBSD. This makes it work with
the more recent PL2303 revision 4.
