That's a rather loose relationship. They exchange pointers so
that kbd data are directed to a wsdisplay device, and that
ioctl requests are forwarded to the kbd. Mice are not connected
at all.
Nothing relevant to power management afaict.

Suspending X, if not already done, is the minimum currently
necessary to protect the system. So I'd call that sane - the
kernel should not do things better done in userland, and it
should not try to introduce policy.

Hmm - once DDB is running you can't tell the X server to
restore the hardware anymore.
With vga_post it could be enforced. But that would be one-way,
one can't return to normal operation after that. So that
would be an option for crash analysis, not for breakpoints
and examination.
The obvious solution is to use a serial line...
