Not with bioctl, which has been added in May. And, IMO, we can avoid
creating unreasonable amount of compat cruft by not keeping compatibility
with anything that hasn't appeared in a released version. OTOH, bio has
been pulled up to netbsd-3 too.

(Note also that ipf userland/kernel compatibility is broken each time ipf
is updated. And ipf is much more widely used than bioctl.)
