Log Message:
- Decouple intr.h from cpu.h.
- Define splraise in spl.S. As a side effect it becomes "preemption safe".
- Make softintr_schedule a function in softintr.c.
- Make softintr a function in spl.S, and remove the unneeded lock prefix.
