Pull up following revision(s) (requested by tnozaki in ticket #1386):
        lib/libc/string/wcscpy.c: revision 1.3
        lib/libc/string/wcsncpy.c: revision 1.3
wcscpy - cleanup
wcsncpy - SUSv3 if s2 is shorter than n, s1 should be filled with L'\0' until n.
