Log Message:
make this work: #undef ASM_PREFERRED_EH_DATA_FORMAT and
ASM_MAYBE_OUTPUT_ENCODED_ADDR_RTX before defining them.  (XXX should we
use the versions in pa-linux.h?  or what?)

also, convert ASM_FILE_START into TARGET_ASM_FILE_START, using the
pa_linux_file_start version.
