I think you're remembering something other than ffs. :-)

inode 2 is the root directory for ffs. inode 1 was historically the bad 
blocks file, which was connected to no directory. See comments in 
sys/ufs/ufs/dinode.h.

inode # 1 is also the number returned for whiteout directory entries. :-)
