Actually, yes, I'd rather see INET turned on by default, and having
a commented out line in GENERIC that goes like that:

#no options INET

But then, you're citing a bad example.  That mistake has been made
years ago, and maybe at that time it probably wasn't clear that INET
would become so spread.
