I believe that we should, in fact, enable this by default.

As a user, I think that html man pages are excessive bloat, HOWEVER, the
reason I came back to NetBSD is because of the documentation and man
pages.

So if I had my say, I'd have html man pages be a separate package (maybe
even in pkgsrc) that creates the documents from the sources.
