this was the intention.  without the listener, locally generated mail
won't get delivered.

i'm not entirely sure i like it either, but the mail needs to go
through.

this is a catch 22.  either it starts and people get upset that it
starts, or it doesn't start and people get upset that no mail goes
through.  or do you have another solution?
