Pull up revision 1.126 (requested by thorpej in ticket #523):
Don't use PR_IMMEDRELEASE on buffer cache pools.  Instead, set a high
water mark of 1, which will have the same effect.
Pointed out back in January by YAMAMOTO Takashi.
