You missed a couple of files from the original update:
        src/gnu/usr.bin/cvs/cvs: Makefile
        src/gnu/usr.bin/cvs/include: config.h

The update of Makefile is necessary for compilation, without it the
build won't find stack.s or anything in doc.  config.h is needed for
the new version string.
