   initialize the old "int 0x80" syscall only for COMPAT_16/NETBSD32,
   and the very old callgate for COMPAT_10/IBCS2


this change, and some others you've made, i think make these
emulations not work as LKM's any more....  could you please
check and fix if this is the case?
