Log Message:
Add -C to configure statements where autoconf >=2.50 is used, so that
configuration caches are created.  (Assists greatly in adding or fixing
bootstrap-pkgsrc ports.)

Add $BSTRAP_ENV to several necessary places where it was forgotten, so that
the correct "install" and whatnot are used.
