Log Message:
Add support for new LC_CTYPE locales (bg_BG.CP1251, ca_ES.ISO8859-1,
ca_ES.ISO8859-15, el_GR.ISO8859-7, hy_AM.ARMSCII-8, lt_LT.ISO8859-13)
Also includes some fixes for the existing locales on 1.6.
(requested by tshiozak in ticket #1379)
