Sorry for the delay, I think this is the ghost-file problem in cvs. For a
while, the file was alive yet still in the Attic. Thus folks with the file
still around saw the updates, while folks who had updated and seen the
removal wouldn't be able to check out the revived file.

The file is dead now, which is correct.
