relevant changes since 1.25 include:

* various bug fixes
* documentation updates
* fix build problems on win32
* better support for perl >5.6
* dynaloader fixes to avoid possible segv when using mod_perl as a dso
with perl 5.6.1
* tied filehandle support in perl >=5.7.3
* fix merge of per-server and per-location PerlSetEnv
* Apache::SizeLimit enhancements including maximum (shared) memory
settings and additional diagnostics
