I went with hppa--netbsdelf after seeing this in gcc's configure.in:

        # Common parts for some multiplatform systems
        case $machine in
        *-*-netbsd*)
                case $machine in
                *-*-netbsdelf*) tm_file=${cpu_type}/netbsd-elf.h;;
                *)              tm_file=${cpu_type}/netbsd.h;;
                esac
                tmake_file="t-libc-ok t-netbsd" 
                xm_file="${xm_file} xm-netbsd.h"
                xmake_file=none
                ;;

So it seemed like a not-bad idea to have elf explicitly in the target 
name to allow for this sort of thing.  If I missed something important 
by all means we can change this.
