make COMPAT_11 or COMPAT_12 imply EXEC_ELF_NOTELESSS
use #if for the execsw entries, to allow 'options EXEC_ELF_NOTELESS=0'
  to override this

This addresses kern/13520 and kern/14409 by Matthew Green.
