Rats!  ${FOO:=bar} is a common usage of the SysV = modifier.
To avoid that, we now do ::[+?!]*= but the SysV = modifier can
conflict with any new modifier.  At there are currently no Makefiles
in our tree that use ${FOO::=bar}
