Two changes.
- Now that fsck is only the wrapper for fsck_*, ffs upgrade options
should passed through with -T option.  fsck_ffs is also required to
be copied with fsck.
- fsck_ffs may request large memory when the partition is big.
Configure swap device even when the RAM > 4MB.
