Umm, "not the best fix".  The correct fix is to install ldconfig.8
even on ELF systems where it isn't used. As we don't traverse the
directory then (as one possible fix) the man page could get its own
directory or be moved to /usr/src/share/man.

One more time: /usr/share should be the same for all architectures. The
few remaining isolated cases where we install man pages differently
depending on build target should be fixed, not propagated.

Note: the man page doesn't have to be _visible_ via man(1) on ELF
systems, it could be down in the md level, but it should be installed.
