Not exactly. "Out of the box" the sendmail smtp DAEMON is not turned
on in 1.3. Technically, it is equally valid to configure with or
without it -- but it doesn't turn on running it, which means one needs
to invoke sendmail rather than attempt an smtp connection to localhost
in order to send mail.
