add an 'optional' keyword, which allows files to be in the
specification, but _not_ in the file hierarchy.  contrib'd by:
Ed Symanzik <zik%enoch.cl.msu.edu@localhost>.  Man page adjustment to match, and
minor man page cleanup, by me.
