I don't know. And we'll probably never know now :-)

Theoretically since all elf objects have e_entry they can be executed,
and practically some of them do. Restricting that in the kernel is
purely artificial. As far as libraries being "libraries", how does
being executable stop a library from being one? As with all "file"
objects, if you don't want something to be executable take away the
relevant mode bits.
