Could we rename LEGACY to something more descriptive? The problem with the name "LEGACY" is that it leaves people wondering whether or not particular hardware is old enough to be classified as "legacy". If the test is "Does it have an ISA bus without a PCI bus?" then I'd suggest a name like ISA_NO_PCI.
This is another case where prior discussion would have been a good idea.
