I should have made that clearer, I guess.

The tools were removed from the upstream distfile as has been said for the last 
2+ years.  It is a good point that atf-run(1) does not mention that fact and 
maybe it should -- but not until MKKYUA is turned on; otherwise the base system 
does not have any alternative to what we claim is deprecated.  I have a 
proposal in mind to make this switch happen in a less intrusive way than what I 
planned last year.  Let me send it out sometime this week.

However, the code still remains in src/external/bsd/atf/dist/tools/; see
