I don't know if there has ever been a strict rule about this; even some of
the really old manual pages refer to external sources.

As manual pages are kind of bulletins or snapshots, I believe references to
good books or other useful material may be useful to someone. These also
signal a message that we don't try to document it all here; "if you are
interested, there is better and more detailed documentation elsewhere".
