If USETOOLS != yes, then bsd.own.mk sets TOOL_CAT = cat, so it
should be fine for the makefile target to run ${TOOL_CAT}.  Perhaps
postinstall should explicitly pass USETOOLS=no when it invokes
"make emit_dist_file".
