pfsync never collided w/ anything. it used "unassigned" proto number.
in your confusion you are probably thinking about carp(4) that
uses the vrrp(4) protocol number that is not cisco anyhow.
but the vrrp rfc is encumbered by the cisco patent infrigement
and as such vrrp protocol is unsable anyway (thanks ietf).
