If we live in the perfect world(TM), yes. (it's in the soc project page)

But I doubt it will happen in ~10 years...
(even it took more than 5 years to have newfs_ext2fs(8) for PR/16175 ;-p)

I have no idea about pkgsrc here.

I mention gmake(1) as an example of a program built in src/tools
but not installed into ${DESTDIR}.
(gmake(1) seems also mandatory to build cdrtools, though)
