try setting these in your config: 

sdl=0
vnc = 1
vncdisplay = foo
vncunused = 0
vnclisten = 'your_dom0_ip'
vncpasswd="xxxxxxxxx"

then connect as vncviewer $your_dom0_ip:$foo

If it still doesn't work, start looking in /var/log/xen for a reason why.
