NetBSD-daily/netbsd-4/200901060002Z/i386 has the needed includes:
drwxr-xr-x 2 root wheel 0 Jan 6 22:49 ./usr/include/xen
-r--r--r-- 1 root wheel 3695 May 4 2008 ./usr/include/xen/xenio.h
-r--r--r-- 1 root wheel 2790 May 4 2008 ./usr/include/xen/xenio3.h
