hvm no framebuffer window

On xen 3.3 I'm attempting to boot a windows install cd rom image.
When I xm create WindowsXP I expect to see an X window to display the
virtual frambuffer.  I don't see any such window.  I've made sure
that root can open a window on the display.

A similar configuration on a xen 3.0 different machine worked fine.

Where should I look for info about why the window does not open?
