ACPI S3 has been introduced in Xen 3.2 and further improved in Xen 3.3.
The Dom0 must do the Xen hypercall to go into ACPI S3.

The sleep/wakeup is done by the hypervisor itself.

There's no APM support in Xen and will never be.
