C++ testing

Hi all,
I've been working on finally giving VAX working C++ exception handling
support. There was an issue in binutils left, that Matt believes to be
fixed. If you can build current with -V HAVE_LIBGCC_EH=no and give it a
try, e.g. run atf-run in / and /usr/tests, it would be helpful. Both GCC
4.5 and GCC 4.8 benefit from the changes.
