I have on occasion seen big load average peaks (at least 20 or even
higher) combined with unresponsiveness for maybe a minute, but it was on
my amd64 server, and might have been related to USB and/or X. That
wouldn't be the cause on a VAX, typically. So maybe it is something
different; ^T didn't even work in that situation (but I had only xterms
available).
